5 cfls on 22 plants 18 days old

I have 22 plants there 18 days old and I only have them under 5 cfls and have been growing pretty good, should I add more lighting and how long would it be able to have like this ? I am only vegetation indoors and then I will move outdoors for flowering

By all means possible get more light ready. The bigger they are before going outside the better. Move outside as soon as possible.

I say begin transplanting to more appropriate size for final plants.
And let the SUN take over.

If you plan to keep them indoor then you will need something powerfull in about 2 weeks, the sun? maybe a 1000w hid or 2 300 watt actual draw led panels if you live in a hot area. Time for a transplant also, they are about to explode.

You didn't state what CFLs you have them under, but if you are going to veg them for a bit before hitting the sun, more lights would be good. Also, as SPLFreak808 said, pot up with those girls, they are ready to go.
