4K Watts , Will i need A/C?

More than likely. Is the space enclosed or open?

its a bed room, i was thinking about building a room in my garage or just using my spare bedroom and doing 4x4 squares 1 light each

Good airflow means diddly when the ambiant air temps are 130. If your in a bedroom I would do either 2 8k mini splits or 2 8k window units.

You may be able to get away with 1k in an enclosed 4x4 in a large bedroom with no ac. (As long as the home itself is climate controlled) more than 1k in a no ac bedroom and everything will cook.

what about a 15k portable? i can vent the warm air out, and the lights will be air cooled with good air flow

Edit if its possible to run ac fixtures and vent directly out of the home.

That would work venting out a window isn't discrete. Fyi there is no benefit to running 1k over 600w without co2 and no use of co2 unless your sealed. I would get 2 cheap 8k window units. This time of year they are super cheap on craigslist. I got my 16k but unit there for 120 bucks. Been running non stop over a year now. Use the money you save on the split unit and get a co2 set up. There's lots of ways to do it but yes with ac hood vented out of the area and awesome airflow in the room its possable.
