45 Watt led enough?

It's not about lux or lumens or watts that define a light "good" for growing, it's mostly about, if i recall correctly, photosynthetic active radiation. I read it somewhere few years ago and I can't quite remember the source.
There were few guys discussing about LED effectiveness, and it all comes down to the quality of your LED's and drivers.

There was a guy with a PC box pulling 38g dry off a total of 30-ish watts, driven at 80% power, 3x northern light plants. That's a more than gram per watt, he was using OSRAM Gold Dragon LED's, 50/50 red and blue LED's. But you can use warm white in a combination with cool white, I'm certain.
Can you post the LED's you have? Or if you're just planning to order them, go for Cree's or Osram.
