Yeah, they do look small for 42 days! But it could be just a trait of the strain you are growing. What strain is it? And what medium and nutrients and supplements are you feeding them? As for your lighting, yeah, older lamps can greatly reduce overall plant development, but not to point where buds would develop slowly!

Some pictures under regular lighting so we can see the plant health would be great.
Are these seed plants or clones? How long did they veg for?
Have you flowered this strain before?
Are you counting 42 days from when you flipped the light to 12/12 or from when the plants actually started to flower?
Did you defoliate them? If so how much and how long ago?
