400 or 600 watt hps

i'm currently growing with a 250 watt hps and i've kept my plant under 2 feet tall because i know the light penetration won't be great, and even then some buds are better than others. Was wondering how big most people aim for with a 400 watt so that light penetration is still good? What about a 600?
