3 week old weed dying/dead need help plz ?!

hi, three weeks ago my friend gave me 2 plants because he had too many at the time, so I took them off his hand thinking it would be just water and any source of light. I now know this isn’t the case after do a lot of research because one of my plants is starting to dye. I’m confused though because they have been in the same conditions and the other plant is doing ok.

The temp is about 70f. And i had them under a 150w halogen but now I now how bad this is for the plants I changed the lights to 2 9w cfl's and tomorow I’m putting in 4 more 50w cfl's (plants kept 3 inches away from light). this should be enough light for now in a small grow room , for these size plants right?? (roughly 5000lumens)

i water every 2 to 3 days but with tap water but I’m going to buy some distilled water for them tomorrow to help control the ph, do I need a ph reader if I’m buying distilled water??

the only thing i now of that may have killed one of the plants is that I added the full dosage of nutrients at 3 weeks i now no it should only be a quarter of that and after 3 weeks, do you think this is what is killing it ??. I have flushed the soil.

Also on the healthy plant, the tips of the two lowest leaves are beginning to go yellow, ph, over/under watering???

when you water with tap water you should always let your water sit for at least 12-24 hrs before applying to medium.

& definitely start your plants with 1/4 strength nutes & work your way up...as for the bottom leaves; they will eventually die...no buds will form on them anyway

could be nutes. what are you using?

Im using miracle grow, pour and feed. From my freind . is this ok ???

Also i have just bought a few light bulbs and i need some help.

i bought 2 hps 70w bulb but now im not sure what i need to plug them in to i think i need a ballsast and ignitor but depending on price im might not use them.
does anyone know the price of the ballast and ignitor or what ever i need to use them??

i also bought two enrgy saving cfl's 20w but equiveaent to 100w.
from what i read cfl's give 70 lumens per watt. so for two of these bulbs it will produce 1400lumens in a square foot. but on the box of the bulb it says 1150lumen not sure what it means by that 1150lumen per square foot maybe???

well a full dosage of miracle grow on 3 week olds isnt going to be good news. You have already flushed though, so i would wait untill the soil dries then water normally again. Hopefully things will go back to normal, after this use 1/4 strength only
