3 prong neutral can also be used as ground in lighting controller?

I know the two outter lines are hot and middle is neutral my question is can this be hooked up with neutral on the ground lug as seen in photo.

yes that is ground, it is safe to ground it to any chassis or component. in this case the ground and neutral are one

I don't know about your country but the there is 1 live, 1 neutral and one earth here in Australia
