im not sure how. ive got 2 23w bulbs and one plant seems to do pretty ok with it but then noticed my pot thats got no sprout had a small one of just w/e was in the compost and is leaning toward the light which is 6 inches away with no direct just some the the high pot walls. low watts work but wont work forever so those who have no lights and 10 bucks to get ride of WALMART, its got one LED so keep a look out but do get higher powered lights
