2 weeks old, yellow leaves

what is going on....all the plants are getting worse with their yellow leaves, i have a 400 watt hps on them and they havent grown at all, and are looking worse, they are about 5 inches tall and leaves are yellow, i have been watering whenever the soil gets dry about an inch down, which has been about every 3-4 days.....why are they getting yellow?
i had a 400 watt hps light les than a foot away from them for a few days and think it burnt the shit out of them, then i found out it needs to be about 3 to 4 feet above them :/

400 watt hps light, ya i kno wats goin on?
i had them under a 400 watt metal halide but it blew out so i put the hps in, the room stays high 80s, what is wrong and is there any way to fix it or do i have to start over, help please.
