Give it more time because the plant is not dead. The first leaves will open and soon the true leaves will show!! (Happy, happy!)
Like @Herb & Suds said give that little stretcher more soil. (edit: Which may lessen the heat reflected off the inside of the black plastic. Seen in the first picture.)

I planted this girl about 2 weeks ago and 1 week now it looks like this
is my plant dead what can i do
is it because of under or over watering or maybe not enough sun light
That’s a prime candidate for damping off right there.

I can't tell if it is in the ground or in a big movable container, my guess is it in the ground and can be moved. (Don't transplant.)
The problem of dampening off is solved by not watering until the top of the soil dries out somewhat, it's roots are drowning, the roots (tap root) need to seek out water by growing longer.
As the root system gets stronger and larger, the visible part of the plant will get bigger.
I hope you have added more soil by now to support the stretched out stem. Good luck!!!

Great!! Something that is even greater is that the container is movable, you can keep it out of the rain and control watering!!!
Let the top of the soil dry out.
The plant will not need more sunlight until the roots system is stronger and bigger.
The development of a set of true leaves will show you that the root system is growing.
A few sets of healthy leaves will show you the plant is ready for more sunlight (move to full sunlight if plant looks healthy).
At this point you can feed it with a weak solution of nutrients. S

First: (before someone bites my butt!) Dampening off happens when soil is too wet and pathogens infect and kill the roots.
It can be prevented (by letting the top inch of soil to dry before next watering. But... if a pathogen (for example: fusarium) infects the roots it can't be stopped).
You should be good for nutrients for awhile. More in my next reply.

Where are you keeping the plant, outside or in a window? I think next time you should use a smaller 1st container, easier to control watering. What potting soil are you using?

Your seedling is more than good for nutrients until it is abit bigger and is growing leaves.
This is definitely going to bite my butt!!! LOL already!
I will whisper this to you.
Miracle Gro potting mix and nutrients (tomato plant food).
Not even close to the BEST medium or nutrients for our weed!!
The potting mix has nutes. The tomato food has nitrogen (N), phosphate (P), potash (K), and other good stuff. Not the BEST for our weed!
That said, I have had many successful grows using both.
While not the BEST stuff for growing weed, when I was high on the bud that I grew with them, I forgot what I had been told was the BEST!!!!
Here's my butt!

oh really how can i prevent that and what is it
Let the pot dry. How big is that pot and is it heavy? Looks like it doesn’t need watered for a week or more depending on where the seedling is. Damping off is stem rot. It’ll brown up, fall over and be squishy. Happens from being wet too long. It has tondryamd don’t add more soil to the top of the pot. That will on,y slow down the dirt from drying and dying is the most important thing right now. Scrape that extra dirt off gently. If you need to support it, just lay something across the pot that the stem can lean on. What kind of soil is that?

Wel Just looked and you’re below the rim so just use something thin pushed into the soil. I used to use the extra long tooth picks about half an inch from where seedling pops out. That soil looks like trash
