2 plants same strain 1 flowering 1 not

Hey Ya'll, I'm a somewhat experienced grower with a problem I've never encountered before. I've got 2 Euforia plants both started at the same time, both vegged and flowered at the same time. Only difference being that one was transplanted once from seedling to 3 gal pot. The other was transplanted twice....from seedling to 1.5 gal pot then transplanted again to 3 gal pot. (this was originally an experiment in yields)

Now 4+ weeks into flowering the first plant is doing great, the second,transplanted plant has nearly caught up in size but the flowering is so far behind, you can barely tell it's female. Both are bushy as hell (that's what I go for in my limited space) but the re-transplanted plant seems like it's stuck in 1st gear.

I'm stumped.....the only thought I have is 2 drastically different phenotypes.......but they appear very similar. Other than that, I'm at a loss. Any ideas out there?
 
Could have shocked it when u transplamted if u arent stressing the plant it should pick up in no time. Or its root bounded only thing i could think of.

Yeah, I thought about that too....it did have a pretty good root ball going when transplanted. But to be lagging behind 3-4 weeks? I suppose it's possible.
