1st time grower, light questions...

I have a 3'x4'x6' grow closet. I have a 4' dual bulb 40watt Fluorescent light and a 5 light lamp with 5 23 watt cfls. I am only just starting and am trying to get a plant through flowering. I just used soil from outdoors with 2" of rock in the bottom of the pot. I germinated the seed in some damp paper towel and planted. It was under the single 4" Fluorescent for the first 60 days, into day 8 of flowering if its going to happen. I just give it water every few days and some miracle grow every 3rd time. Just looking for some tips and suggestions on what I can do. I would like to stay with Fluorescents, how much more lighting do I need? Next grow I will buy some potting soil and finish the room. Now it has a 6" fan blowing air around with temps around 72-75. Thanks for the help.

get some High out put T5 flourecence bulbs if you want to stay in that catergory...trust me. when i started out and grew with a t12 bulb with cfls the results were very poor. and for the soil you arte using, did you sterilize it first...meaning bake it in the oven to kill the bacteria and possible bug eggs. When you buy some soil next round I would personally stay away from MG products and fork out a little more dough and go to your local hydro shop and let them hook you up. Im not saying all this to dog on you, its just ive been in the exact same position before and got mad pissed off when everything was a faliure and i spent all this cash on lighting and what not from homo depot.
and if you cant fork out cash and have to do a cfl grow, at least get the 42 watters at minimum....trust me
