12/12 what are the best hours to have on?

Run them during "off peak" hours. Between 7PM and 7AM.

the reason for this is that electricity is cheaper at off peak hours AND it's generally easier to deal with the heat from your bulbs at night.

Agreed.
Actually, by running mine at night, and one additional old fashioned incandescent bulb, I can keep my temp right where I want it just from the heat of the bulbs.
(I'm just using CFL's in a small 1 plant closet grow)

yeah man, my lights help heat the house, not much, lol, but a little.
here's a couple shots from my closet CFL days, the first shows my old flowering op and the one with the hood shows a small seedrun i was doing in the closet.
