After several attempt to find a fertilizer rich in phosphorus the only fertilizer I could acquire in my area was NPK 12-12-36 which I read is good for flowering phase but I'm not sure if it is good for Marijuana plant as well. Is there anyone here who can give an advise about this ?

First, I'm not sure why you would want to look for a fert. so high in phosphorous as typically a basic analysis or ratio would be a 2-1-1. Secondly, if you have done a soil test and have indeed found a lack of phosphorous then the "P" in the the NPK ratio is the higher number you seek, not the "K"...this is the potash or potassium number in the ratio. Got it?
Actually I mentioned why I led to 12-12-36 because there weren't any fert with high phosphorus ratio in my area. I read the 12-12-36 description and it was said that it is good for flowering phase, which I am not sure if is good for marijuana because of the high potassium ratio. but I thought may be it could help the flowering phase by using smaller dosage. read somewhere that there is high potassium poisoning for marijuana plant, Just wanted to check if anyone has used the 12-12-36 and find it useful.

I have that , is it ok to use it all along even in flowering phase ? I don't have access to fert with high phosphorous ratio.

phosphorus is the middle ratio which is for flower...remember N-P-K...the fertilizer you have is high in POTASSIUM (K) which is good for both phases but you want the N to be higher during veg....a 3-1-2 ratio is good, which you can multiply for higher ratios of course (your fertilizer is 1-1-3 broken down)....for flower you want something like 1-3-2
