1000 watt hps

i reckon i saw people having a 1000 watt hps light in this long glass tube with a fan blowing air into it. what is this called? and can you do this with a 70 or 100 watt hps?

it's a cooltube, it seems to me that it would be a bit unnecessary for lights that small.
