Agreed- Cannabis seeds are considered a "souvenir" in most states until it is planted. Most sites that sell seeds will have a disclaimer stating that the seeds are for "genetic preservation purposes" or a "souvenir" product. I ordered from TheVault a few weeks ago, seeds arrived no problems...
