if i am using a soil that already says it has plant food in it should i use nutes or not?

one more question though, if i am using a soil with plant food already built in do i need the nutes at all?

i read something a couple of weeks ago on a way to keep plants small using a technique called sea of green i need to know everything you guys know about this because i only have maybe a 1.5' growspace. or if you know any other methods or techniques used to keep plants small please tell me them
