Flowering requires more lighting then vegetative state and I would therefore recommend you use both switched on for flowering sir.

If you are at 4 weeks on just ffof, why not just fed 1/4 strength veg nutes? She's probably hungry. I really doubt it's the pH but always add pH corrected nutes.
