10C is not overly cold... it could be done.. you can always make a box around it and cover with black tarp to make her bud up... but youd need to be very commited and diligent on keepin it a 12/12 cycle.. Id slowly ease her out, doing a few hour a day outdoor then back... and increase everyday...

a week an a half an already root bound? I doubt thats the main issue but maybe.. Those look like almost the size of a solo cup? Thats what I start in and always keep them in for about 2 weeks ans they never have been root bound. Seedlings dont need much so Id think the MG might be burning...

nah... chlorine that is commercially used is more of an acid than a base. I am no expert on why your pH is changing but first thing that comes to mind is that evaporation is changing the contents of you water... but im sure your res is covered so that probably negates my assumption.. hmmm...
