Seedsman have a UK warehouse where they ship seeds from, so you haven't got to worry about customs stuff (never had any issues with them over many years). I found some unusual freak strain seeds at alchemia dot web and the orders from them have been fine with no issues (Spanish company).

I bought some seeds from zamnesia (germany) a couple of months back and they put a declaration 'souvenir hemp seeds' on the outside of the packaging. I live in the UK. Just get some compost in a plant pot and run water through it, and collect the 'tea' that drains out of the pot. Then put an air stone in the tea (air stone attached to an aquarium pump) and aerate it for 24 hours or so (you could just put it in a bottle and regularly shake it to aerate it but...

Maybe make up some good aerated compost tea and spray the plant with it? Jorge Cervantes says that the compost tea outcompetes everything else, so it might kill off the bacteria or mould that has got into your plant.
