I have experience with hempy but I don't use 100% perlite, I use 3:1 mix w/vermiculite. There is no great science to where the hole goes, I don't measure and all of my buckets are not the same.

I have T5's and some experience using them. I would put them both on the canopy and spread the plants a little. The footprint of the lamp is only about 4'x2' and that not really enough for 6 plants in flower, scrog is just going to spread it out further. Good luck with whatever you land on.
Is this a soil grow? What size pots do you use for veg and for flower. How many do you want in each? I think the flower room should be larger, how much larger?

I think that you could even do well with a 250W, that's 27W/sq ft. If you land in the 25-50 range you should do well. Remember more watts = more heat if that is a concern. Good luck with whatever you land on.
It sort of depends. What kind of light are you going to use? If the exhaust fan is large enough it will create negative pressure and suck room air into the tent and that may be enough. 20 x 20 is pretty small so a fan that is "large enough" will still be pretty small.

I would still hang the T5 from the top, there is only going to 6" on either side if you center it. If you want to use the CFL's to help make a frame that will ride on top of T5, the CFL will cover the 6" at either end 1-2 per side. It will raise and lower as a unit. There are good DIY plans...
