i saw in the grow shop that there are 2 different models of ph up& down for grow and bloom. what is the difference ? ph up& down is used only for adjusted the ph,why do they have different versions for growth and bloom ?

hello ; i have a cheap magnetic ballast. my yield is not good and i am trying to find what the problem was . can a ballast affect amount of lumens ? if it can, how much ? and my ballast is ver very hot while running. even i cant touch it.i dont know if it is normal because it is my first ballast.
