I've already topped once. 1 week ago. Is it to early to top again? The new shoots sre just barley starting to grow. See photos...Yellow circles are the 2 new shoots and the red line is where I would cut the top. MY question is it 2 early?

I can't tell if they are bugs or nutrient problems. Please advise
