is 7-22-8 okay for flowering?

what would be the best and easiest way to lower my soil by .5?:leaf:

I have 3 cups with 2 plants in each just sprouting. and i have them in a shoebox covered in tinfoil with a hood with 2 100 watt cfls over them that about 3400 lumms is that good enought for now?:confused: an the lights are about 2 inches from the leafs. is that okay?
