Are folded in leaves a sign of an issue or is this normal and they'll open up?

If the outlet says maximum wattage is 75W are they referring to the wattage equivalent or actual energy used in watts? For example, I have a 75W max outlet with 2 23 watt bulbs on it (100 watt equivalent each). Am I good?
