ok so i got a plant off of my buddy and its like a month old and it has already started to bud but before i got it from he had clipped the top bud off to smoke cause hes stupid but any how the plant is doing fine but i am wondering if it will continue to grow or will stay small?

if i have my plans outside and they are around like 8inches tall would it mess them up if i brought them inside and put them under lights?
