Help Needed cant seem to sus out why the stunted growth this is northern lights auto fem, i have done 3 of these and didnt get and ounce between all 3 plants need help,

This is her, been under a 200w cfl 18 hours on 6 off, since the 3rd of august makes it 16days old, on the 13th i started using nutes, im seeking pure opinions please dont hold back people and from others experience what they reckon please guys,
