So Im at week 9, Top half looks ready but bottom still has white hairs. When should I cut them down??? Should I keep them for one week?

So im building a aeroponics system. 1 14gal res, and 2 14gal tubs with 5 sites in each....Im running Tee connector to run water to both tubs, with 10 sprayers in each tub. NOW, I found a Rule 450 gph Pump sitting in attic will that power this system? Its a Bilge Pump?
