Plants are outdoor, about 8 feet tall, and these weird growths are working their way up. Branches are losing leaves and only stems left behind. I cant tell if it some kind of bug eating them, or if it is sone kind of fungus. I would appreciate any help and I thank you for reading this.

Drip vinegar into a pile of baking soda in a jar or something, and it makes co2. Make sure the container has alot of soda and is bigger than the amount of vinegar you start with. Whether it has much of an effect, I dont know yet. But it does make co2.
