Can I veg a clone with a 4ft long 2 tube shop fluro? Each tube is 40 watts. How long should I let them veg under it if its possible?

What affects does low humidity have on yield? My humidity is between 35-50%. I live in the desert so next grow I am investing in a humidifier.

I'm using distilled water so my water ph is 6. After watering I take a sample from the water dripping out of the pots and the ph is like 4. I add ph up to the water and try again, water coming through soil is still 4-4.5? Any have any advice?
