Why use so many veg. and fllower ferts.? Can I use a MH for flowering, or a HPS for veg.?

I've grown outside several times and even though I used swagg seeds I wound up with some nice plants. I decided to go organic this year and got ahold of some miracle grow organic soil, MG organic fert dry, MG blood meal and Bio-Tone starter plus. I've had terrible results- small stunted plants...
