What lights are best? hps/mh What lights cycle? 18/6 12/12 anything else would be helpful

Would using a light meter help in determining when to change the bulb in my 400w HPS? Or would it not measure the plant range of usable light? And I'm talking about a cheap camera light meter. I don't know of vegetative light meters.

My second grow is starting out much better now that I have a grow box for 18/6 with controlled temps and good ventilation. my first grow is recovering from heat stress and nute lock out.
