living in the Northeast PA i hear plants start to flower around mid aug just wondering if my 2 foot plant is to late to top or will it stress it out?

i have a 2 foot plant outside still vegging and want to take some clippings to clone but not sure if the plant is going to come out male or female. should i wait until it starts flowering ?
