how long does it take for a plant to flower wen switched to a 12/12 photoperiod

i recently took a clone from my plant using rootone and its still alive and green but the whole thing is all droopy is it still gonna live or not

i have a timer that will turn off my light 8 hours a day to make it flower but the thing is the light is broken up like it will give plant a couple hours of light then a couple dark and it switches about 3 times a day will this work or will it confuse my plant and stress it to much

i have a 21 inch plant under 24 hour light and its showing female organs and people have told me that happens wen a plant flowers so is my plant auto flowering or not i dont kno please tell me what u think
