A quick question about flushing, when you flush the leaves will turn yellow and this is normal right? and does flushing also help the buds grow bigger and more potent?

i have one 4 ft. flouro tube with 2 40w bulbs, ones a warm white and the others a cool white. i have a reflector hood with the bulbs in it and i have the light pretty close to my seedling, is this a good amount of light for vegging, or should i add a few cfl's?
