Im just wondering whats up with my plant, the leaves are droopy and dry, the plant is about 3 weeks into flowering and the buds have stoped growing and th eplant is stretching a little. Any ideas as to whats wrong?

Hey im a 1st time grower just wondering if my plant is ok as it looks weird but im unsure as to why... top leafs are really droopy, plant is just over 2 months from germination. usin 2 x 20watt energy saver bulbs - output is ment to be 100 watt... any ideas wut the prob is or am i worrying over...
