Mate with a 400w HPS ur gonna have to get good ventilation if u are only having a small area. Something like a cooltube will help keep the temps down and allow the plants close to the light, otherwise the plants will grow and get burnt

Thats seems like the right speed and its not too slow. Dont really know how you can speed up growth outside, maybe just build up ur nutes slowly until they are about double strength.
