Yes, a metal halide or something in the range of a spring (blue spectrum) would be better, but HPS will work. I veg mine with a HPS (up until now) :)

Ahhh if they're already germmed then you can put them under light, yes. Just be sure the seed is fully covered in dirt so no light hits it until the first two set of leaves starts showing. You can throw it into a normal grow room/chamber. If you're using a HID light, back it off a little more...

Personally I germ my seeds in a cup of water, in a warm dark cupboard above my stove. Some people do it with paper towels, and some in pots. But yes... a dark, warm place (not warm enough to cause any kind of heat stress, but a bit above room temperature)

Distance is relative. Put your hand where the top leaves of your plant is, if it's a dull warm thats a good distance for your lights. If it's a bit hot on the back of your hand, raise them up some! Hope that helps! -Ex

Yes 4 times a day. You could also plant them in soil (which is what i did, I started off in rockwool, and hydroton and moved to soil)

It looks better than mine did at that stage, and mine are fat, chunky girls in bloom now :)
