for starting out you really only need one or two of those bulbs. the seedlings don't need a lot of light. once the plant gets bigger, you're going to want as much light in there as you can. your pic link is broken/doesn't work..but congrats on the germed seeds!

have them both blowing out. if you're having one blowing in, make sure it has less cfm's than the one going out. as long as you have more air being sucked out than blowing in, you'll have negative pressure inside your box..which comes very handy when trying to make sure all the air is going out...
