don't see why you would have a problem germinating from soil... mother natures been doing it for countless years. as far as watering just have the soil moist-spring water, or if your using tap let it sit out for a day so that chlorine and other municipal crap evaporates.

I think it's like 14-15 inches, but it's only a 400w.
