Yes its a hermie, and I wouldnt cut the balls off you need to kill the entire thing. Just cutting them off wont stop more from growing and it can ruin your whole crop. The risk outweighs the benefit IMO. If thats your only plant or you have just a couple more then Id say its ok to cut them off...
