Would this be a good flowering bulb? I think its "venture" lighting 400w/U/LU/ED28 (says on bulb)

Is this a good budding/flower bulb??? Its HID you need ballasts for it. I want to use it on the smaller plant but it uses SOOO much energy it jacks up our electric bill big time...
