I dont really use them anymore but for every two red cfls 26-31k , add one blue 6500k through the entire grow cycle.

start 5 seeds and sort out the best ones. skip the salt, use quality un-nuted soil, absolutely no miracle grow in any form. 1+ gallon pots. dont over think it and you'll be fine
