I like the older magnetic hps ballasts because they can run cmh bulbs. The outfit would probably be ok, but there's better lights cheaper if you keep an eye out.

The plants are just fine for their age. Some seeds naturally thrive better than others, but the slow growers typically keep up in the long run. At that age you mist and water them and hope for the best.

Looks like mold. Did you use used soil? If you sterilize your soil it won't easily grow mold. You have enough room to add another thick layer of quality soil on top of what you have. That's not a sure cure, but you could use more soil. The plants look nice so far.

Like they said, you don't really need anything for clones other than water, but Kickstart 1-2-1 is a bit helpful. I use it in half doses with no problems and good cloning success.
