It's probably already budding since you're seeing a lot of pistils...It takes at least a week and a half after it starts for the pistils to start bundling together and forming buds...Like my girls been flowering for about 2 weeks, and I got little marble sized buds already! Just gotta be patient...

Way too high for a hydroponic system...The pH "sweet spot" for hydro is around 5.8. Bring it down to there and I guarantee that the damage will cease to occur.

Should've said they were autos from the start...I'm forced to take back my advice...I'd suggest stating over, maybe keeping 2 as experiments...One with the main stalk chopped to the bottom, and one left alone, compare the yields and determine which worked out better, if it worked out at all...
