1st be patient. as a newbie you never sprout all of your seed 1st time. the paper towel work preety well for me,and i din't have to used heated propergater. may be u try to used just CFL/FL light for germination/seedling. but i used 70w hps light for my germination stage. try it out. and 1 other...
