I usually go by size. Remember your plants will grow 2 to 3x their current size. Otherwise if you want you can wait for the plan to show sex then start flowering.

In regards to sun burn I was wondering that too. The room has been a steady 70-78F. I put a digital thermostat on a string and hung it directly below the light where the plants are about 18".
