Your elec bill will not go up mor than30-40 dollars at most with a 250 hps, fan and timers. You should be cool...

HPS definitely if it is already budding... Depends on how big your grow space is and how big the plant is... I would say 400 watt will give you a better yield than a 250 Watt but ether will work.

Not sure I dont want to thread hyjack so check my threads to see her grow... I think the yellow could be do to nitrogen def... check your ppms and maybe ad a tad more veg nutes to your feed..
