You should Veg it until its about 1/3 the size you want. Then switch the lights over to 12/12 and flower it when its mature.

I know that shit. Usually a shitty headache in the back of my head. Maybe its just from leaving it too long. I think (but not positive) that weed turns into something else if it goes for too long.

Buy some CFL's and finish them indoors. I dont know the season there but down here we still have a month and a half.Thats long enough to put something on them.
