Those 2 big holes are exhaust or intake holes right? I really don't think it's a good idea to put them so close to those fans. I would put intake holes in the bottom and exhaust fans at the top sucking out. Thats how I do it.

Halogen lights are not good to use for growing. Keep them in your shop. Thats about all they are good for. They throw off more heat then usible light. Get a HID light or some CFLs if you can't afford a HID.
